Transformation Of Education System Will Create Outstanding Human Capital

KUALA LUMPUR, Dec 23 (Bernama) - The next 13 years will witness the creation of human capital who are outstanding and highly knowledgeable as desired by the the Malaysian Education Development Plan (PPPM).

Regarded as the largest transformation of the education system, the teaching profession will also be enhanced to create outstanding pupils and students to drive the country's development.

Among the main focus is to bridge the gap between students in urban and rural areas, the socio economic level and meet 50 percent gender achievement by 2020.

PPPM also focuses on enhancing the status of Bahasa Melayu while giving serious attention to the English Lanmguage which will be made a must pass subject for the Sijil Pelajaran Malaysia (SPM) examination by 2016.

To enhance the Bahasa Melayu curriculum in national type schools, recovery classes will be held outside schooling hours for weak students so as not to affect the study hours for this subject.

Shifting from school based learning to system based learning will also be implemented with the involvement of parents, local community, private sector and society as friends to help students.

Educators will also be selected from 30 percent of the best graduates nationwide and they will enjoy a better career path via an assessment process that is fair, transparent and based on performance.

To ensure the success of all initiatives outlined in PPPM, a special entity called the Education Implementation and Performance Unit (Padu) was established.

However, PPPM which is founded on input from stakeholders from within and outside the country, still retains the education policy based on the Education Act 1996.

2013 is the final year for the Penilaian Menengah Rendah (PMR) examination introduced in 1993 (20 years ago) that will be replaced with the Performance Based Lower Secondary Schools System (PBSMR) from next year.

The system to be implemented by teachers in schools is seen as more effective compared to PMR where it gives space to parents to monitor the achievement and assess their children.

Assessment by the Malaysia Examinations Board (LPM) involves only four subjects, Bahasa Melayu, English Language, Mathematics and Science.

Subjects such as Geography, History, Islamic Studies and Living Skills will be assessed under the School Based Assessment (PBS).

Some 462,940 candidates sat for examinations at 3,530 examination centres nationwide this year.

2013 sees the education sector receiving the largest allocation of RM54.6 billion or 21 percent of the total budget for 2014.

Of the total, RM530 million was for the preschool programme, RM209 million to enhance the teaching profession, RM168 million to expand Internet access, RM831 million to build 33 new schools, upgrade and repair schools.

The government allocated another RM450 million to the Special Fund to Build, Upgrade and Maintenance of Schools.

Of the total, RM100 million was for National Schools, RM50 million each for National Type Tamil Schools, National Type Chinese Schools, Missionary Schools, Residential Schools, Mara Junior Science College, Government Aided Religious Schools and People's Religious Schools.

The government when tabling the budget for 2012 and 2013, provided RM1 billion to each of the two funds, especially for urgent repair of school buildings, maintenance, purchase of equipment and additional blocks.
