Its deputy director-general (Polytechnic Management Division), Datuk Mukhlis Jaafar, said the 10-year plan (2010 to 2020) had identified all 27 polytechnics in the country to produce these sub-professionals and a skilled workforce.
"PTP covers the implementation of a rating system, developing centres of excellence, industry collaboration for applied research and establishing a centre for curricula development," he said when opening the international seminar on technical, vocational, education and training (TVET) here.
The two-day seminar, which ends today, is a platform for foreign TVET experts to exchange knowledge and experiences in governance, business and training models.
Mukhlis said the plan would help make polytechnics the first choice for post-secondary education and ensure that 85 per cent of their graduates were employed within six months of graduation.
He witnessed the signing of a memorandum of understanding (MoU) between Universiti Tun Hussein Onn Malaysia (UTHM) and three agencies: Labtech International Ltd, Colombo Plan Staff College Manila and Universitas Pendidikan Indonesia.
Through the MoU, UTHM plans to boost its Technical and Vocational Education Faculty in training, vocational education and training, research and development, and services.
