Apply ‘Blue Ocean Strategy way of thinking, says Najib

KLUANG, March 26 — Prime Minister Datuk Seri Najib Razak wants the “Blue Ocean Strategy” way of thinking to be applied more widely in government agencies to better achieve the objectives of the National Key Result Areas (NKRAs).
He cited the cooperation between the police and the armed forces under the Correctional Rehabilitation Programme launched today as an example of such thinking.
“Government agencies can attain the objectives of the NKRAs at minimum cost with the application of the Blue Ocean Strategy way of thinking,” he told a news conference after launching the Correctional Rehabilitation Programme at the Mahkota Camp, here.
Najib said the Blue Ocean Strategy way of thinking involved thinking out of the box through the application of creative and innovative methods but at minimum cost.
The Correctional Rehabilitation Programme launched today at Mahkota Camp involved a group of petty criminals within the military camp with minimum security.
The prime minister said the Correctional Rehabilitation Programme had allowed the government to save money as it did not have to build new prisons which cost between RM50 million and RM60 million each to construct.
“Through this programme, the government only spent RM4.5 million to build one correctional rehabilitation centre,” he said, adding that under the 10th Malaysia Plan (2011-2015), the government would only build one prison.
Najib said an advantage of the programme was that it isolated petty criminals from serious crimes offenders and prevented the former from being influenced by the latter.
“During the visit to the rehabilitation centre, I chatted with the family members of the criminals and learned of their satisfaction with the programme,” he said.
The atmosphere at the centre was good in that the inmates are allowed to interact with their families daily and are permitted to work and save, he added.
Najib described the programme as unique and said it could possibly be the only one of its kind in the world.
The government plans to implement the programme also at the Desa Pahlawan Camp, Tok Jalai Camp, Syed Sirajuddin Camp and the Batu 10 Camp under the first phase of implementation.
Najib said the application of the “Blue Ocean Strategy” way of thinking fostered collaboration between the armed forces and the police in the use of armed forces facilities for the training of police recruits as well as joint patrols in ‘hot’ areas.
The cooperation also involved the recruitment of ex-servicemen as policemen as a means of making available experienced policemen in a short time, he said.
